Unfortunately, you cannot use matcha powder as a replacement for green tea. This is because the main goal it to make green tea extract, which requires you to remove the green tea leaves after the active compounds are extracted into the water. If you use matcha powder, it's going to be very difficult to separate the plant material from the water, which could affect the consistency and overall results of your shampoo, which is certainly not ideal!
