If a product doesn't have many ingredients, is it a safer to use or less safe to use?

It is more important to look into what ingredients are used, rather than judge a product by how many ingredients it contains.
If it has fewer ingredients, none of them are Blacklisted and it works well for your hair, then it's better. If it has fewer ingredients, half of them Blacklisted and it doesn't work well for your hair, then it's bad.
Usually products that contain loads of ingredients have more of a chance of containing something that won't suit your hair profile. However, other than that, if their are no blacklist ingredient then it can still work well for your hair, depending on your profile!
