If my witch hazel is 100% pure, certified organic and free of alcohol, is it safe to use?

If the witch hazel is 100% free of alcohol then it can be safe to use. Though, do use it sparingly as witch hazel naturally contains tannins, which can cause adverse effects over time.
Witch Hazel is seen as a blacklist ingredient when it is within another product, combined with other ingredients. Therefore, Witch Hazel is only safe when it is a standalone product and not when it is part of another product's formulation.
