Is shampoo the only product that needs to have a balanced pH?

No, you should care about the pH across every step of your routine.
However, shampoo is generally alkaline, which is why we need to focus on it the most. It also has an ingredient combination that poses the most risk to your hair out of all the steps in your routine. Conditioners are always low pH due to the ingredient composition. Sealants are usually low pH as well due to the oil. You can always test them to make sure because sometimes your pH may be different based on your water hardness. But, in general, it's the shampoo step that poses the most risk to your hair health.
