Does water really damage hair due to the way it enters the hair shaft, making it bloat, thus weakening the hair cuticles over time? Should we consider using a shower cap at all times, even when not washing our hair, to prevent this damage?

There are actually two reasons why water is damaging. First, the bloating, as you mention, and second, the chemical effect. The pH of water is higher than the pH of our hair, and this difference also causes damage to the hair.
If you can wear a shower cap when you're showering, that's ideal. Some students also use a wide hair band to protect the little hairs on their neck, which suffer a lot from the daily exposure to water.
