When doing the DIY conditioner, the BTMS separates when I mix the oil phase and the water phase. What can I do?

Here are the steps a student has found to work well when she had this problem:
**1 - ground the BTMS into a fine powder
**2 - Heat this powder with the oils over my bain marie and a lid on. (The BTMS should melt in less than 10 minutes, while I stirring a few times.)
**3 - Take it off the heat and continuously stir. It should turn white upon cooling to room temperature.
**4 - Heat the water phase as well and let it cool to room temperature.
**5- Add the water phase to the oil phase --> if it won't mix properly, return the mix to the bain marie and warm it again. While it is warming, use an immersive blender and blend the mixture really well until it is foamy and completely smooth.
**6 - Let it cool to room temperature.
**FINISHED: The result should be a thickish (almost like thinner tomato ketchup) and smooth consistency.
